Data & targeting
Data analysts build the audiences and targeting plans your campaign runs on — who's persuadable, who needs turnout, and where your district actually is.

What it is
Every campaign decision is a targeting decision in disguise. Which doors to knock, which households to mail, which zip codes to put ad dollars behind — get the audience wrong and everything downstream is wasted effort, no matter how good the message is. Big campaigns have data teams for this. Down-ballot campaigns usually have a hunch and a precinct map.
This service gives you the data team without the payroll. Working on BlueList's political-data intelligence layer, we answer the three questions every race turns on: who's persuadable — the voters who could actually be moved, worth your message; who needs turnout — the voters already with you who won't show up without a push; and where the district actually is — the geography, precinct by precinct, where those two groups live and how a winning coalition adds up against past results.
What you get back are audiences and plans, not raw data dumps. Deliverables are aggregate-level: defined universes sized and mapped for your race, targeting plans that say where each universe should get ads, mail, or doors, and the reasoning behind every cut — written so a candidate, a manager, or a volunteer coordinator can act on it without a data background.
How it works with your Electbase site
Targeting is where your Electbase site and the rest of your campaign start pulling in the same direction. The audiences we build feed the managed media buying pointed at your site's pages, and they feed the outreach tools your campaign already uses — your ad accounts, your mail vendor, your walk program. Instead of your ads guessing at one audience while your canvass guesses at another, everything runs off the same universes, and your site's analytics show whether the people you're reaching are the people showing up.
What's included
A district analysis for your race · persuasion and turnout universes, defined and sized · precinct-level geographic targeting · a written targeting plan mapping each universe to ads, mail, and doors · audience definitions ready to load into your ad platforms and outreach tools · a walkthrough session so your team knows how to use all of it.
How pricing works
Data & targeting is priced as a per-audience project fee — you pay for each audience build and its plan, not an open-ended retainer. Most campaigns start with a persuasion universe and a turnout universe and add from there as the race develops. The full rate card publishes at launch.
Who delivers it
Data & targeting is run by the team at BlueList, the Democratic political-data firm behind Electbase — and it's the service closest to BlueList's core. Voter data, district analysis, and targeting universes are what the firm was built to do; this is that capability, packaged for your race.
Data & targeting is available for engagements now through BlueList — you don't have to wait for the platform launch. Get in touch via bluelist.ai, or join the Electbase waitlist to get the site half of the equation first.
